LADWP Bills Under Scrutiny: Relief Approved, Questions Remain
Los Angeles homeowners facing unexpectedly high utility bills are getting temporary relief as City officials examine rising electricity costs and questions about LADWP's rate structure.
On October 27, the Board of Water and Power Commissioners approved a suspension of residential water and electricity disconnections for nonpayment through December 31, 2026.
The relief does not erase outstanding bills. Customers remain responsible for their charges.
Why Are Bills Increasing?
LADWP reports that median residential electricity consumption increased approximately 15–20% during recent billing periods compared with the same months in 2025. Electricity rates have also risen approximately 7% over the past year.
Higher air-conditioning usage during record summer heat, rate increases and additional City sanitation charges have contributed to larger bills.
These factors explain some increases but do not establish whether any individual customer's bill is accurate.
An Independent Audit Requested
On October 26, Mayor Karen Bass called for an independent examination of LADWP's rate structure, billing calculations and cost of service.
The Board has directed LADWP to review its rates and customer-assistance programs. The independent audit requested by the Mayor should not be confused with a completed audit or an established finding of widespread billing errors.
What Homeowners Can Do
Residents concerned about their utility charges should compare current and previous bills, examine usage and contact LADWP directly about unexplained increases.
LADWP also offers Level Pay, which spreads expected annual charges into more predictable monthly payments, along with EZ-SAVE and Lifeline discounts for eligible customers.
For billing questions, call 1-800-342-5397. Customers who cannot resolve a billing dispute may consult the City's Office of Public Accountability for additional guidance.
The temporary shutoff suspension provides breathing room, but questions about long-term affordability, rate transparency and customer protections remain.
